Job Description

Performs complex administrative and analytical tasks in support of a contract program.




1. Performs a variety of complex administrative and analytical tasks in support of one or more contract programs.


2. Develops plans, including budgets and schedules, and monitors tasks to meet contractual/project requirements for assigned program(s).


3. Establishes and defines program plan requirements and directs or performs in-depth studies to determine optimum program plans.


4. Monitors and reports performance against plans to ensure that contractual, cost, and schedule objectives are met.


5. Interacts regularly with customers and other industry representatives to ensure conformance to customer requirements.


6. Performs business development activities.


7. Provides guidance and work leadership to less-experienced employees, and may have supervisory responsibility.


8. May serve as a team or task leader.


9. Participates in special projects as required.


Bachelors Degree in Business Administration or a related discipline, or the equivalent combination of education, professional training, or work experience.


1. Effective organizational skills.
2. Proficiency in the use of word processing, spreadsheet, and other related software applications.
3. Effective communication skills.
4. Advanced knowledge of program requirements.
5. Work closely with other functional departments such as contracts, subcontracts, procurement, program management as well as government customer
6. Develop and maintain program baselines, estimates at completion (EAC), help track program budgets and funding, forecast financial data for program
7. Provide financial reporting requirements, both written and verbal presentations
8. Manage cost, both labor and non-labor
9. Review subcontractor invoices and maintain their labor and ODC funding
10. Updated budget reforecast and spends plan
11. Performs routine and non-routine project financial reporting including, but not limited to: Internal Program Review (IPR) slides, 75% Funding Notifications, Estimates to Complete, Estimates at Completion, Forecast and Budget Reports, Invoice Backup Reports, and various other client-specific reports.
12. Review cost and complete adjustments to ensure labor and ODC are applied correctly
13. Communicate program financial performance to budget team lead as well as program management
14. Must be able to prepare adjusting journal entries, reconcile various types of accounts and invoices in a timely manner.
15. Must be able to understand and explain variances from plan
16. 8-10 years of related finance or business analysis experience.
