The Information Technology (IT) Modernisation (ITM) project will transform the way IT services are provided to users across the NATO enterprise, including the NATO Command Structure (NCS), the NATO Headquarters (NHQ), elements of the NATO Force Structure and NATO agencies. This will be achieved by modernizing, consolidating, and centralizing the infrastructure and service management, and by pooling and abstracting resources. In turn, this will allow an enterprise perspective to be taken, and services to be delivered according to standard and measureable service level agreements, offering a higher quality, more flexible, resilient, and secure set of services at significantly lower costs to the user community. The work involves the buildout of three data centers and the modernization of 41 additional sites to establish an efficient, centrally-managed enterprise.


The ITM Implementation Manager provides technical and administrative leadership to assigned project(s) or task(s). They are responsible for enabling collaboration and communication across the team throughout the implementation stage of the project for each site.  This includes managing the day to day stand up meetings, identifying issues/risks, and raising those up to the customer with proposed solutions. This position reports to the ITM Implementation Lead.  Additional responsibilities include:

  • Provide technical, administrative, and operational leadership to assigned task(s), including contract and subcontractor management.
  • Supervise assigned staff within a matrixed organization.
  • Develop documentation to support implementation planning.
  • Collaborate with Engineering and Test Teams to ensure systems meet documented user requirements.
  • Identify, analyze, and resolve problems.
  • Participate in the development of technical project plans, proposals, reports, and task order and administrative reporting.
  • May also perform high level technical services on assigned task(s).
  • Conduct planning and provides recommendations to client on task workload.
  • Attend customer meetings and may serve as primary client liaison.
  • Interact with vendors, other agencies, and other client staff on behalf of the client.
  • Coordinate development of deliverables and products.
  • Ensure quality assurance of project deliverables.
  • Lead site surveys as directed to gather applicable data that impacts the implementation plan.
  • Provide guidance and work leadership to less-experienced systems engineers and may have supervisory responsibility.
  • Serve as liaison with clients, participating in meetings to ensure client needs are met.
  • Maintain current knowledge of relevant technology as assigned.
  • Participate in special projects as required.





  1. Bachelor’s Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.
  2. Professional certification (PMP or PRINCE2) preferred.


  1. Bachelor’s Degree in Computer Science, Engineering or a related technical discipline
  2. Master’s Degree preferred
  3. 10-15 years of related experience including systems engineering and project management
  4. Demonstrated experience managing Information Technology (IT) implementations (prefer experience managing a globally dispersed team in a matrixed organization)
  5. Demonstrated ability to manage project related documentation (e.g. Project Implementation Plan) throughout the lifecycle of the project.
  6. Demonstrated ability to effectively communicate with stakeholders and raise/address issues for immediate resolution.


Candidates must have an active passport with the ability to travel up to 40% internationally.
