Job Description

Responsible for the architecture, design and delivery of secure voice, video, and data communications networks. Also responsible for the timely updating of related Circuit and configuration management tools such as Mission Assurance Decision Support System. (MADSS)


  • Activates, changes, upgrades, deactivates trunks, links and circuits in accordance with DISA TSOs or regulatory guidance as directed by higher levels of control and submits applicable reports to include delayed service, exception, and in-effect reports.

  • Create written network Engineering Design Packages including detailed implementation project plans and procedures.
  • Integrate DWDM and other optical technology into new and existing systems, including the procurement, documentation, configuration, and coordination of installations.
  • Engineer expansion to existing Ethernet over Fiber systems delivering MEF compliant services from 10MegaBit to 100GigaBit.
  • Responsible for evaluating, testing, & making recommendations of evolving technologies to include MPLS and TDMOIP offerings.
  • Author quality assurance testing procedures on new products as well as existing hardware.
  • Coordinates the installation of government circuits with the Defense Information Systems Agency, local users, and associated commercial vendors.
  • Performs Test and Acceptance on all trunks, links, circuits, and equipment for which the TCFs are responsible, using assigned parameter codes.
  • Maintains system diagrams for all links, trunks, circuits, and systems in the TCFs and the servicing facilities.


  • Ensure equipment, cables, patch bays, or other circuit access points are labeled appropriately.
  • Must have the ability to work independently and on multiple tasks simultaneously, ability to pay attention to details and documentation, strong organizational skills.
  • Act as the technical point of contact for implementation team.
  • Troubleshoot optical transport issues using OTDR, OSA, BERT, and optical power meters.
  • Must have expert level knowledge of Building Industry Consulting Service International (BICSI) standards.


Bachelor's Degree in Computer Science, Engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or direct work experience.


5-8 years of related experience.


telecommunications experience  preferred


4+ years of directly related experience in circuit analysis and design.


Required Certifications: DOD 8570.1-M IAT-II, (CompTIA Security+ CE at a minimum), Unique/Additional Requirements Desired Skills:

Military Technical Control Experience

Circuit Activations/Engineering

ITIL V3 Foundation
